. The reason for choosing the topic
1
.1. Nelson Mandela said: “Education is the most powerful weapon to change
the world.” [7] Over the years, it has been confirmed by the role of education
in the sustainable development of each country. A great education system
will create people with good personal characteristics and valuable moral
qualities, always oriented towards the community, and the world, with an
objective view. Because, through education, people can acquire new
sources of knowledge from many different fields, including theory and
practical skills, to improve themselves and contribute to the country’s
development. Therefore, the question arises is how to make education
more effective so that learners can meet the country’s resource
development requirements. The answer is to improve the efficiency and
quality of teaching in schools.
There have been many studies in teaching theory to find different teaching
methods, including both traditional and modern educational methods, to
diversify forms of education and open up new approaches to learners.
Using appropriate teaching methods for each learner is about providing
knowledge and equipping learners with the ability to explore and research
to develop intellectual competency. Norman Crowder’s teaching program
is one of the approaches that can meet those requirements mentioned
above. The teaching program shows the point of view that focuses the
teaching process on the learner and personalizes the teaching process
according to the competency development level of each student. Especially
with teaching program, each learner can absorb different amounts of
knowledge depending on each person’s available knowledge, skills and
abilities. The difference in the ability of each student creates conditions for

them to have further development. Students with lower abilities can
understand the lesson’s content. Students with excellent and good levels
can enhance their ability to self-study and research later. Therefore, this is
an excellent approach to maximize the activeness and initiative of learners
in learning.

.2. The teaching program has been mentioned widely in Vietnam for many
years, and several teachers have tried to apply it. However, because fewer
people master the principles of the teaching program, lessons in this form
are hard to use. Although the teaching program has advantages, it has not
been applied much because of difficulties in time control and preparation
of materials. However, today, the learning ability of students and the need
to learn the content and knowledge of the lesson are different, so the use
of traditional teaching methods in mass education will not be effective. In
contrast, the focus on competency development through personalized
teaching is essential, so the teaching program is a “golden key” for teachers
to help students explore and discover themselves.

.3. Based on the above reasons, we choose the topic: “The process of
designing branching exercises in the teaching program at primary
school in the development of learners’ competency”.

On the basis of theoretical and practical research, the propose of topic is to
help classify learners’ cognitive level and develop their competency.
